Welcome to Roverway!
The Roverway Planning Team, the Guides and Scouts of Norway, WAGGGS and WOSM have been working for a long time to organise this very special event for YOU. Our aim is that you will learn new outdoor skills, discover a beautiful country, make new friends, challenge yourself, and experience life-lasting adventures NORTH of the ordinary.
In this handbook you will find the basic information to help you navigate Roverway: programme, camp rules, emergency contacts, and even party tips. Let’s get started.

Roverway at a glance
Roverway will take place from 22 July to 2 August 2024 in Norway. The event is divided into two parts: paths and main camp. During the paths, you and your patrol will undertake a unique adventure together with a tropp (Norwegian for ‘troup’) of about 50 participants from different countries. The paths will be located around Norway, Denmark and Sweden. Each of them has its own unique programme, ranging from mountain hikes to exploring local urban cultures in different cities. After your path adventure, on 26 or 27 July, we will take you to our main camp near Stavanger, where all tropps will join together until departure day on 2 August.
ROVERWAY ABC
Accessibility
We want everyone to be able to attend Roverway. We have worked hard to make sure to have the entire camp be accessible to everyone, however if you have further requests, get in touch with our accessibility team through your Head of Contingent and we will support you where needed.
Adult Patrol Leader (APL)
Adult Patrol Leaders, or APLs, are adults who accompany a patrol in case a contingent requires it. APLs will also help running the activities during the paths.
Alcohol
All forms of consumption of alcohol and other drugs are forbidden during Roverway and will result in being excluded from the event at the cost of the contingent.
Allergies (food)
Roverway accommodates all food allergy needs that were communicated at the time of registration.
Allergen-free food will be collected at the food depot. The food depot will also be able to answer any questions you have regarding food allergies.
Everyone is responsible for being aware of the food they eat. It is therefore important that you check if the food you receive actually meets your needs. All packaged food comes with a list of ingredients.
Animals
With the exception of registered aid dogs, no animals are allowed during the whole event.

We strongly recommend everyone to download the Roverway App, which was created by our amazing Web Team. It contains all the information you will need during Roverway.

Bicycles
No one is allowed to bring bicycles, motorised or electric vehicles of any kind to the premises without prior permission (special needs transport aids are allowed).
Birthday
Happy Birthday! If you have a birthday during Roverway (both during path or main camp), we have a little present for you. Please go to the information tent on the main camp, bring your ID and we are ready to surprise you with a little something.😉
If you have birthday during path, you can pick up your small surprise in the infotent when you arrive at the main camp.
Bottle Recycling (Pant in Norwegian)
In Norway, we recycle all our bottles, always. There are a number of bottle recycling points around the campsite. Please use them.
Camp Rules
- Alcohol and illegal drugs are not allowed on paths or main camp.
- Announcements and directions from staff members, the planning team, or emergency services must be followed immediately.
- Smoking is only permitted in designated areas. Ashtrays must be used and no cigarette stubs are to be left on the ground. The legal age for purchasing and/or consuming tobacco products in Norway (including nicotine pouches/snus and vaping) is 18.
- The sleeping areas should be kept quiet from 22:00 to 07:00.
- Swimming is at your own risk. It is only allowed in designated areas and never at night. There will be no lifeguards on the premises.
- Participants cannot leave the Roverway premises without permission. If you wish to leave the campsite, please consult your HoC or path leader*.
- No one is allowed to bring bicycles or motorised or electric vehicles of any kind to the premises without prior permission (special needs transport aids are allowed).
- You must cover your upper body, and wear shorts, skirts, and long trousers when eating in foodhouses, cafes or the staff canteen. No swimwear type clothing will be tolerated.
- The use of open fires is strictly prohibited. For cooking, please adhere to the instructions provided by the staff.
- Roverway ID cards are to be worn at all times (unless specified for security reasons, showering or sleeping).
- Pets are not permitted at Roverway except for registered service dogs.
- During Roverway, you are free to swap items fairly and in keeping with the ethos of our movements, but no money should be exchanged.
*Programme activities hosted by Roverway 2024 act as a permit to leave the campsite.

Campfire (ceremonies)
During the main camp we will host two main campfires (formerly known as ceremonies): opening (on 28 July) and closing (on 1 August). We invite you to wear your Guide/Scout uniform or traditional clothes during both of these events and watch out for some special guests and surprises.
The IST opening campfire is held on 23 July.
Campsite
The main campsite is located in Lundsneset near Stavanger. A good portion of this small peninsula will be taken over by our tents but the campsite will not be a closed area and there are many houses and cabins around. We will establish a collaboration with the local inhabitants, sharing their space, showing them the Guiding and Scouting spirit while learning the Norwegian way. Please be respectful of the locals who have been so kind to welcome such an event in their back and front gardens. Pioneering constructions and similar, as well as digging holes and trenches, will not be allowed at the campsite in order to protect the ground (see Digging). Therefore, no building material will be provided.
Charging
Different paths will have different access to electricity. Have a look at your path description to see more details about this. Power banks and solar chargers are recommended on dynamic paths in the wilderness. Nevertheless, you can rely on the fact that all path leaders in remote areas will have appropriate communication gear in case of emergency.
Charging points will be made available at the main camp. Look for them on the map. Nevertheless, 24/7 charging facilities for several thousand people are difficult to provide and we ask you to prioritise your patrol leader always having internet access since we expect to communicate through the event’s app.
Clothing
Norwegians recommend dressing in layers for the local weather, especially if you are planning to go for an excursion. The three-layer-system will keep you warm, fresh, and dry. This system consists of a (technical) wool base layer, an intermediate (insulation) layer, and an external (water and windproof) layer. A single winter jacket most of the time will be too warm or too cold, as well as not breathing the way a wool base layer does. If you wear three layers you can always remove one (or two) and adapt to the conditions. Learn from the locals and try it! Also, you can have a look at the local weather forecast at www.yr.no to get an idea of what to expect.
Code of Conduct
- Everybody participating in Roverway activities will be treated with kindness and respect
- Roverway is an alcohol and illegal drug-free event. These substances are also not allowed on the paths or camp premises.
- All participants, volunteers, and staff members must cover their upper body at all times out of respect for our different cultures and backgrounds. For swimming and other aquatic activities, this rule is relaxed to accommodate usual swimsuits.
- Adults should take care to avoid being alone with a minor.
- Everyone is responsible for their own personal belongings. Please look after your belongings and be respectful of that of others. Theft of any kind will not be tolerated. This includes stealing badges, flags, and other memorabilia from others.

Contingent
Contingents are groups of participants, ISTs, and leaders from the same Member Organisation of WAGGGS and/or the National Scout Organisation of WOSM from a country. The contingent’s leader is called Head of Contingent, sometimes assisted by a Contingent Management Team (CMT).
Cooking
Different paths will use different cooking methods, ranging from small camping stoves for the ones on the move, to school kitchens for urban, stationary programmes. The path menus will be accordingly different, but food and cooking gear (beyond what is requested in the packing list) will be provided.
At the main campsite tropps will warm up their food in large gas stoves. Cooking gear and food will also be provided here.

Dentist
Rules for residents from the EU/EEA, Switzerland, or the United Kingdom on holiday in Norway with a valid European Health Insurance Card:
- You will usually have to pay the full cost of any dental treatment. There are exceptions though for certain underlying diagnoses. The dentist should have an overview of the exceptions.
- Up to and including the year you turn 24, you only pay 25 per cent of the dental treatment cost in the public healthcare system.
- Children under the age of 18 receive free dental treatment in the public healthcare system.

Digging
Path: Follow directions from your path leaders. Different paths will have very different sites. Some may require digging to build toilets while in others digging will be not allowed to protect the ground.
Main Camp: Digging is not allowed under any circumstances to protect the ground. All the authorised digging to prepare the site has been done before the event and we are aiming at minimising the event’s impact as much as possible. Ideally, after taking down the camp, locals should not be able to find any traces that 7000 Guides and Scouts have camped there and nature shouldn’t need time to recover.
Dishwashing
Path: Follow the directions from your path leader.
Main camp: Save the dishwashing until after dinner. Wash the dishes with leftover hot water from cooking dinner (sous vide), and then dispose of the wastewater at your designated station for this purpose.
Drones
You are not allowed to fly drones over the path camp or camp site.
Drugs
Alcohol and illegal drugs are not allowed on paths or main camp.

Emergency Information
Norway is a large country with a complex geography, and because of this we have a nation-wide rescue network for everyone, no matter which nationality.
In case of emergency call numbers 112 (police) or 113 (ambulance) and they will connect you to the right person. When help is on the way, notify the camp emergency phone at +47 916 57 015
We recommend you to download the App “Hjelp 113” which automatically communicates your location if you use it to call for help. No Norwegian language skills are needed! Most Norwegians and all emergency services are happy to assist you in English.
Evacuation
If the camp area has to be evacuated urgently, you will be notified by text message and/or app notification and over the public address system by the stage. In addition, hosts (blue vests) and security personnel will give instructions.
There will be two emergency evacuation points at the main camp: at the main entrance and Skeie School. The stage area can also be used as a meeting point. Unless otherwise instructed, your tropp should assemble in the tropp area. You will be notified if you are to meet directly at the emergency points. The responsible leader of the group/tropp must be able to account for all camp participants in the group/tropp. It is important to stay calm and keep the Guides and Scouts safe. Escape routes are marked and the staff will show the way.
The Crisis Management Team decides whether there is a need for evacuation in consultation with the police or fire service. Rest assured that the team has prepared measures for possible crisis situations and will know what to do.
Facilities
At the campsite you will find showers, water refill and cleaning areas, waste sorting stations, info tents, a kiosk, the Plaza with its foodhouses, a rainbow café, and two stages. All of these can be found on the map in the app! Please find the closest facilities to your subcamp and use them! At the kiosk you will find basic food and snacks, as well as some camping and Guiding or Scouting items.
Fire
Depending on your path, the use of fire may differ. In some paths, you might be in an area with a fire ban. In others you may have to use fire to cook.
On the main campsite, there will be a strict ban on fire all around. Only the cookers provided for each subcamp, and the kitchens in the food houses will be allowed to use fire under very controlled conditions.

First aid
Path: All patrols must bring a first aid kit to Roverway. Any injuries that can be managed by the patrol should be treated by the patrol themselves. If you need further assistance, reach out to your path leader.

If further medical assistance is needed, the staff at the first aid station will direct you to the infirmary.
Food
Path: follow instructions from your path leader.
Main camp:
Patrols pick up food at the food depot. Each Tropp sends 4 members to collect the food.
The food will be handed out in boxes. Those boxes have to be handed back to the food depot.
Leftovers should be saved for the next meal as much as possible. The easiest is to save leftovers from breakfast for lunch.

Foodhouses
Roverway has 4 foodhouses (Germany, Switzerland, Netherlands and Cyprus) where you can taste food from their countries. The foodhouses are mostly open between 8:00 and 22:00, and are located at Plaza (see Map).
Head of Contingent (HoC)
Each contingent has a Head of Contingent (HoC), sometimes assisted by a Contingent Management Team (CMT).
Infirmary
We hope that you won’t need to visit the campsite’s infirmary, but it is good for you to know that in case of necessity, we have one. It is located at Skeie Skole and they will be able to deal with a wide range of medical interventions, from first aid to overnight monitoring and isolating participants if needed. For major medical necessities patients will be taken to the Stavanger Universitetssjukehus (SUS).

International Day
The International Day, on 29 July, will be the day of learning about unique traditions and broadening our cultural horizons. Every country will share its own culture and traditions. We invite all contingents to organise stations to share their food, music, dances, games, and traditions from your country. Bring traditional clothes and parade them, the more the merrier!
Internet
For internet access during the main campsite see “Wi-Fi”. During the paths, internet access will depend on your location and your own provider. Norway has an extended telephone network but some paths will take place in remote areas, possibly without coverage. We recommend that at least one person per patrol makes sure to have a good data package for the path. In case of emergency, the path leaders will always have appropriate communication gear, including satellite phones, if needed.
IST
IST, or International Service Team, are the heroes who decide to spend their summer cooking, cleaning, building, and running the activities and facilities in order to make Roverway work. After Roverway, please consider becoming an IST for a future event so that more young participants can have the time of their lives, the way you had NORTH of the Ordinary.
Kiosk
In the kiosk, you can purchase small items that you may have forgotten to bring such as hygiene and sanitary products, and other practical items such as matches, dish soap and batteries.
Laundry
We recommend participants & ISTs to do laundry the old fashioned way:)
However, Roverway 2024 has an agreement with a local laundry service in Stavanger which can be used by everyone attending (as long as you wear your Guide/Scout scarf/necker).

Listening Ear
Large events can be challenging and even threatening. As described in the Safeguarding Course that you have taken, misunderstandings, unagreeable situations, or incorrect behaviours may occur. The Listening Ear team will be available during the whole event in case you feel the need to talk, ask for advice, or report something. If you don’t know where to find someone from Listening Ear just ask, they are 24/7 happy to hear you.

Lundsneset (Main Camp)
Lundsneset is the place where the main camp will be. It is located in a beautiful peninsula in the municipality of Stavanger, on the Western side of Norway.

Norway
Norway is a nordic country with a very long and complex coastline. Most of its territory is shaped by fjords going deep into the land, mountains, forests, glaciers, and cliffs. Moving around such a geography is a big challenge and transport times can be very difficult.
People are both welcoming and helpful, but also shy at times, which may be seen as coldness in the beginning. Norwegians find their place and soul in nature. They do not talk or interact much in the cities, but become lifelong friends at first sight if you meet them on a cabin hike.
Since nature is such an important place for Norwegian people, there is the unique “right to roam” all over the country, meaning that everyone is free to walk around and camp everywhere as long as they take care of the environment and don’t pitch tents closer than 150 metres of any building. Therefore, Norway is quite a Guiding and Scouting paradise. This also means that there are many paths and areas for everyone to enjoy.
But beware! Norwegians like keeping their nature as natural as possible, and that means that you will almost never find safety barriers or danger signs. Be cautious and roam at your own risk, using all of your outdoor knowledge! The app “Ut” provides offline maps with detailed path information, location of cabins, water sources, and height lines.
Path
Each path will be an adventure on its own, created for each tropp to enjoy. Just reaching some remote path entry points will be a challenge in itself! You are expected to join your path on 22 July and meet the rest of your tropp there. Since each path is very different, we encourage you to talk to your patrol leader in advance and ask any and every question you may have.
You can find the basic packing list on Roverway’s website. In that list, some basic cooking materials are mentioned but the food, cooking stoves and gas for them (whenever needed) will be provided by the path.
Patrol
Patrols are small groups of participants from one contingent. Some patrols have an Adult Patrol Leader (APL) with them as well.
Payment
Payments at the campsite will be possible via debit/credit card only. Norway in general is almost a cash-free country. We recommend VISA or Mastercard.
Plaza
The Plaza will be a lively area where many contingents will have a tent. Some of them will also organise foodhouses with their traditional dishes and culture (see foodhouse). Please pay them a visit and enjoy international cuisines and ambience! Several institutions and Guide and Scout organisations will prepare exhibitions and stands with activities for you in this area as well. Here you can also find the shop and museum.

Programme
After the path adventure you will enjoy four programme days at the campsite together with your subcamp. This programme is divided in 7 modules: cultural activities, networking activities, outdoor skills, water activities, sustainability, free time (side programme), and Stavanger activities.
Each programme day will have two blocks, a morning one (from 9:30 to 12:00) and an afternoon one (from 14:00 to 17:00). Each subcamp will spend one full day at the Stavanger activities and half day in each of the other six modules, as can be seen in these example subcamp timetables:
Cultural activities
Learn about nordic and Norwegian culture through games and workshops. Attend a classic Nordic Guide/Scout race with a viking theme, get creative sculpting wood, and much more.
Free time (side programme)
In this timeslot we invite you to visit our many side activities, hang out with your friends or get to know the campsite. Some of the activities in this area will also be available for everyone as drop-in outside the module’s time slot, and some of them will require booking in advance. The side programme will include board game zones, music bingo, learning zones, the Rainbow Café and much, much more.
Networking activities
This area is about meeting and knowing new people while learning something new about yourself and the new friends around you. You will be assigned to an activity upon arrival and it will be up to you to participate in it or to swap it for another one. Activities include being challenged to navigate through fake news, learn about your senses, express yourself through art, and more.
Outdoor skills
Guided through an interesting storybook with an escape-room type premise, you will move from one activity to another while solving a mystery. Some of the activities will include things like small-scale pioneering, navigation, or first aid.
Sustainability activities
Hosted by WAGGGS and WOSM, this module will consist of different workshops where you will dive into the world of sustainability and learn about your ecological footprint.
Water activities
Next to the campsite, enjoying the fjord, you will be able to do sailing and canoeing. The time slots for the different activities may require advance booking. Please check the App for more information regarding this.
Stavanger Activities
Explore Stavanger for a full day with your patrol. In Stavanger you can participate in activities such as a hike through local tourist attractions, a scavenger hunt, paddle, and a hackathon where you will have to solve problems as a team. The activities in this module must be booked in advance. Please check the App for more information regarding this.
Rainbow Café
The Rainbow Café will be a lively meeting area open to visit, organised by volunteers. There will be activities related to different LGBTQ+ themes for you to exchange ideas on and learn from each other.

Of course Roverway 2024 has its own newspaper – Roverposten! We will be with you on the way to Roverway, and of course during the 10 days of camp! Articles can be found both on the Roverway website and the app.
Safe from Harm & Safeguarding
Everyone attending Roverway has to individually complete the safeguarding course created by WAGGGS and WOSM. It is required that everyone has finished this course before being allowed to enter the camp. Do not forget to bring the completion certificate that you will receive after finishing the course, either digitally or in printed form.
Safety in the Norwegian nature
Beyond the labyrinthic geography, cliffs, and glaciers, Norway has rapidly changing weather. Roverway will take place during the summer, but temperatures may drop quickly below what you would expect in Central or Southern Europe, and rain can be expected in every season. The app “Yr” provides local weather forecasts and can be very useful when planning and preparing (or cancelling) excursions.
On the positive side, in the areas where the paths and the main camp will take place there are no dangerous animals to be aware of. The most ferocious fauna you may encounter can be (depending on the zone, height, and temperature) the mosquitoes. They don’t transmit diseases but in any way, do bring repellent in case you cross a wet area. Ticks are also common and therefore wearing long trousers and using repellent whenever walking in grassy areas is also recommended. TBE (Tick-borne encephalitis) vaccination is always recommended, even though its prevalence is lower in Norway than in Central Europe. If you get bitten by a tick and do not know the correct procedure to follow, please seek for assistance and watch out for possible tick-transmitted disease symptoms in the following weeks. Proper treatment of these diseases can mitigate or entirely stop their development.
Showers
At the main camp we will have shower cubicles. The different paths will have different facilities, or natural places like rivers and lakes, to get yourselves clean.
Sleeping time
Do not forget that people must also rest before a new day! Silent time at the campsite is between 23:00 and 07:00.

At the main campsite, two stages will host the main campfires (formerly known as ceremonies, see Campfire) and smaller events to be announced.
Stavanger
Stavanger is the municipality where the campsite is located. Need tips on what to see in Stavanger? Check out https://roverway.no/about/faq/, section “Norway”, or the Roverposten article “Welcome to Stavanger”.
Subcamp & Subcamp leaders
The campsite will be divided into subcamps where you will stay together with your tropp (not your whole contingent). Each subcamp is made up of around six paths, having a maximum 300 participants in each. There are 16 subcamps, all named after Norse mythology.
We have three teams of subcamp leaders, responsible for their group of subcamps. The groups consist of subcamps 1-5 (group 1), 6-9 (group 2) and 10-16 (group 3).
Subcamp 1-5 (Group 1)
– The subcamp leaders for group 1 are located at the Info tent close to the listening ears & main stage.
Subcamp 6-9 (Group 2)
– The subcamp leaders for group 2 are located at the Info tent close to the listening ears & main stage.
Subcamp 10-16 (Group 3)
– The subcamp leaders for group 3 are located at the Info tent by the main entrance.
Subcamp meetings are held every day during main camp at 17:30. These meetings are held where the subcamp leaders are located.
Each path should, before arriving at main camp, choose one representative (a tropp leader) to attend these meetings. This tropp leader will be added to a discord channel with the other tropp leaders in their group along with the subcamp leaders. We will make sure everyone is added after they have attended the first subcamp meeting on Saturday 27 July.
The tropp leader will be responsible to bring any concerns to the subcamp meeting and bring information from the subcamp leaders back to their tropp/path.
Swapping
Swapping Guiding and Scouting items has always been a very important part of international events. Everyone attending Roverway will be allowed to swap but we do remind you that these exchanges should be made in good faith and in the spirit of our movement. It is not allowed to involve money in these exchanges under any circumstance.
Swimming
Swimming at the main campsite is at your own risk. It is only allowed in Sandvågen (see map) and never at night. There will be no lifeguards on the premises. Organised swimming and water activities during the paths will be accompanied by the path teams.
Toilets
Different paths will have very different types of toilets, from “normal” flush toilets to compost ones, or no toilets at all. At the main campsite we will have unisex toilet blocks instead. Find the nearest to your subcamp and keep it clean!
Tropp
In Norwegian Guiding & Scouting a Tropp consists of all the patrols (and leaders) in a Guide or Scout Group.
On Roverway 2024, we use the word Tropp (plural: Tropps) to refer to all the patrols (in total circa 50 participants) on the same path. Big paths with more than 50 participants will be divided into two or more Tropps.
Tropps will live together at the main camp, cook together and attend some activities together.
Tropp leader
The tropp leader will be responsible to bring any concerns to the subcamp meeting and bring information from the subcamp leaders back to their tropp/path.

Waste management
Find the closest waste sorting station to your subcamp in the map and use it!

Water
At the main camp: Find water at the water points marked in the map. The water provided at all water points is drinkable water.
During path: Follow instructions from your path leader. Running water is drinkable (and delicious) almost everywhere in Norway.
Weather
Norway: In Norway, the summer temperatures range from 12–18°C. On hot days, they can reach the high 20°s and even 30°s; and on some days temperatures can even go lower than 10°C. The temperatures, however, depend highly on where you go. In mountainous regions, there is a cooler climate and the weather can change fast. In the West or in Trøndelag (central Norway) the weather can be more unpredictable, whereas in the Eastern and Southern regions of Norway it is somewhat more stable. It rains more often on the coast, inland areas are usually drier.
Stavanger: In July, Stavanger experiences mild to warm temperatures with an average high of around 18-20°C, while nights tend to be cooler, with temperatures dropping to around 10-12°C. As Stavanger is at the coast, the weather changes fast. You will most likely experience both rain, wind and sun every day. Bring waterproof (min. 15.000 mm) and windproof clothing.
In short: the weather changes fast – be prepared.
Wi-Fi
There will be Wi-Fi access at the following locations at main camp: Plaza, main entrance, Plateau and Rainbow Café.
FOR ISTs
This section contains information for ISTs.
Check-in
Check-in – Is done at the Registration tent near Lunde school (check the map).
Food
ISTs will eat in the staff canteen. Diet considerations will of course be taken into account. Roverway will provide plates and cutlery. However, you might want to bring your own cup/mug for coffee & tea that you can bring with you, as well as a water bottle. The food serving is as the following times:
07:00 – 09:00 – Breakfast
11:00-14:00 Lunch
15:00 – 19:00 Dinner
Different departments eat at different times, so please follow the instructions from your team leads.

Opening Campfire for ISTs
23 July at 21:00 the IST opening campfire (ceremony) will be held at the Community Stage.

Travel to and from camp
To get from the airport to the campsite you can take the airport express bus to the city centre and then the 1 bus to bus stop Lundshagen. Note that the 1 bus alternates which route it takes around the island, either øst/vest (east/west) or vest/øst (west/east) this will be written on the display in front of the bus as well as the passenger information screens inside, the 1 øst/vest will be the fastest but both get you to Lundshagen.
The airport express is a different company from the rest of the buses in Stavanger and you need to book your ticket either online at flybussen.no or from the bus driver. It is more expensive than the regular bus. Tickets for the regular buses are bought in the Kolumbus app.
