As responsible Guides and Scouts, you may already be familiar with many of our guidelines. However, with many people from diverse cultures joining us, we want to ensure everyone is on the same page.
Please take a moment to read through our Camp Rules, Code of Conduct, and the section regarding how we are working with Safeguarding to help us create a safe and enjoyable event for all.
Code of Conduct
- Everybody participating in Roverway activities will be treated with kindness and respect
- Roverway is an alcohol- and illegal drug-free event. These substances are also not allowed on the paths or camp premises.
- All participants, volunteers, and staff members must cover their upper body at all times out of respect for our different cultures and backgrounds.For swimming and other aquatic activities, this rule is relaxed to accommodate usual swimsuits.
- Adults should take care to avoid being alone with a minor.
- Everyone is responsible for their own personal belongings. Please look after your belongings and be respectful of that of others. Theft of any kind will not be tolerated. This includes stealing badges, flags, and other memorabilia from others.
Camp Rules
- Alcohol and illegal drugs are not allowed on paths or main camp.
- Announcements and directions from staff members, the planning team, or emergency services must be followed immediately.
- Smoking is only permitted in designated areas. Ashtrays must be used and no cigarette stubs are to be left on the ground. The legal age for purchasing and/or consuming tobacco products in Norway (including nicotine pouches/snus and vaping) is 18.
- The sleeping areas should be kept quiet from 22:00 to 07:00.
- Swimming is at your own risk. It is only allowed in designated areas and never at night. There will be no lifeguards on the premises.
- Participants cannot leave the Roverway premises without permission. If you wish to leave the campsite, please consult your HoC or path leader.
- No one is allowed to bring bicycles or motorised or electric vehicles of any kind to the premises without prior permission (special needs transport aids are allowed).
- You must cover your upper body, and wear shorts, skirts, long trousers when eating in foodhouses, cafes or the staff canteen. No swimwear type clothing will be tolerated.
- The use of open fires is strictly prohibited. For cooking, please adhere to the instructions provided by the staff.
- Roverway ID cards are to be worn at all times (unless specified for security reasons, showering or sleeping).
- Pets are not permitted at Roverway except for registered service dogs.
- During Roverway, you are free to swap items fairly and in keeping with the ethos of our movements, but no money should be exchanged.
How Roverway works towards an inclusive and safe event
As a values-based movement, World Guiding and World Scouting cares about the safety and well-being of all involved in Guiding and Scouting – Roverway 2024 is no exception. We are dedicated to creating a safe and inclusive environment for everyone.
Everyone attending Roverway must complete a mandatory Safeguarding course, ensuring everyone knows how to contribute to a safe and healthy experience.
At the main camp, you’ll find dedicated “listening ears” – a welcoming space where anyone can talk about what’s on their mind, no matter their culture, background, or religion. On the paths, path leaders act as listening ears, supported by the Roverway Listening Ear team, just a phone call away.
Furthermore, all Roverway voulenteers who are not a part of a contingent e.g. Planning Team members, bring a letter from their Guiding or Scouting organisation confirming they have no record of crimes against minors or people with disabilities. Additionally, clear camp rules and a simple code of conduct make it easy for everyone to understand what is expected and how to keep the event safe and fun for all.

Did you know that most Norwegians live by the Law of Cardamom? Even if it is from a fictive child story named “When the Robbers Came to Cardamom Town”, is has become a widely recognized and valued principle in Norwegian culture
You shall never bother others,
you shall be both fair and kind,
and whatever else you do I shall not mind.
Maybe this is a good rule to keep in mind when you are unsure about whether something is okay to or not, and it’s not included in the guidelines above? However, you are always welcome to reach out to any staff member and ask if you have any concerns or questions.
